In 1997 UC spent 7985 dollars in Outreach (direct recruiting) costs for every American Indian, Black, and Mexican American who applied.
Of those who did apply, 81% were offered admission at a cost of 9894 dollars each.
Any applicant not admitted to UC has the option of attending a community college and can transfer to UC as a Junior under the TAG (Transfer Admission Guarantee) program. There are no required tests such as the SAT, Achievement Tests, nor any entrance exams. They have only to earn a C averge in Community College.
In many CA high schools because of grade inflation, advanced, and AP courses better than 15% of the students graduate with a GPA greater than 4.00. Hence, trying to select among the top 12.5% of graduates using grades capped at 4.00 is impossible. The result is that the applicant cannot clearly "earn admission thru hard work" and any "supplemental factor", no matter how trivial, can select among these applicants those who will be admitted.
It is not unlike saying that in selecting those to be on a football team the applicants score is based upon a factor of 100 times the person's weight, capped at 140 pounds with just 1 point being given for haircut neatness.
I think most of the team will have neat hair.
