Dr. Joyce Neu is the first director of the newly established Joan B. Kroc Institute for Peace & Justice. The Institute for Peace & Justice (IPJ) is dedicated to fostering peace, cultivating justice, and creating a safer world through education, research, and practice. 

Since coming to USD and the Institute, Dr. Neu has conducted conflict resolution training for women from Burundi, Rwanda, South Africa, Sudan, and Uganda in Kigali, Rwanda; has conducted conflict assessments in Madagascar and Macedonia; and has facilitated post-peace accord discussions in Cote d'Ivoire.  In Rwanda, Madagascar, and Cote d'Ivoire, Neu was invited by the U.S. State Department and the respective U.S. Embassies. 

Dr. Neu comes from The Carter Center in Atlanta, where she helped facilitate discussions between parties in conflict in Bosnia, Congo-Brazzaville, Ethiopia, Mali, Sudan, and Uganda. In addition to these high level mediation efforts, she served as part of an interdisciplinary, inter-organizational team working to prevent conflict in Estonia from 1994 - 1996.  She also traveled to Albania, Georgia, Latvia, and Moldova to assess possibilities for conflict prevention and resolution initiatives. Dr. Neu accompanied former President and Mrs. Jimmy Carter in December 1994 to Bosnia where they obtained a four-month ceasefire. She led a Carter Center team working on restoring Sudan – Uganda bilateral relations that culminated in a summit with the two heads of state and with President Carter serving as mediator (Nairobi peace agreement, December 8, 1999.  In summer 2000, she was a recipient of the National Peace Foundation's "Peacemaker/Peacebuilder Award.

Dr. Neu has given talks in the U.S., France, Italy, the Netherlands, Niger, Norway, Poland, Romania, Senegal, Sweden, and Switzerland and published on mediation, negotiations, and intercultural communication. She serves on the boards of the Institute for International Mediation and Conflict Resolution in Washington, DC, the Joan B. Kroc Institute for International Peace Studies at Notre Dame University, the San Diego Mediation Center, the Center for the Study of Mind and Human Interaction at the University of Virginia, and CoExist, an international magazine helping to fight racism and interethnic violence. She has served on the boards of the International Society of Political Psychology and the Georgia Consortium on Negotiation and Conflict Resolution, as an officer of Teachers of English to Speakers of Other Languages and the American Association for Applied Linguistics, and was a founding faculty associate of Penn State’s Hewlett-funded Center for Research in Conflict and Negotiation.

Dr. Neu has taught at Emory University, the University of Southern California, the University of California at Irvine, and Penn State University. She is an associate professor of communication studies at the University of San Diego. Dr. Neu was a senior Fulbright professor in Poland in 1987 and a Peace Corps volunteer in Senegal.
