January 2000 meeting in Nairobi following the December 1999 Nairobi Agreement
to discuss implementation of that agreement. Neu is seated at head table
with co-facilitator Dr. William Ury of Harvard University to her right; Carter
Center team on her left. The Sudanese
government delegation is at left; the Ugandan government delegation on the
right.

Nairobi implementation talks, January 2000. Dinner conversations
frequently became serious continuations of the working sessions. A
Sudanese and Ugandan are engaged in discussion. Also present at the table:
the Ugandan State Minister of Defense, the Ugandan Minister in charge of the
Presidency, the Ugandan State Foreign Minister, and a senior ranking Sudanese diplomat.

Ugandan State Minister for Foreign Affairs, Amama Mbabazi, makes a point to
Dr. Neu. Behind him, to his left, is Dr. Ruhakana Rugunda, chief of the
Ugandan government delegation and Minister in Charge of the Presidency.
