Remove all visible fat from the beef. Spray a cool skillet with fat free cooking spray, add the beef and brown. When the beef is brown add some water and the beef bouillon cube, and boil until the beef is fork tender. (adding water as needed to keep from burning.) Let the meat cool and then shred with a fork. Place the shredded beef into a large bowl; add salsa, refried beans, taco seasoning, green chiles and grated cheese. Stir until well blended.
Divide the meat mixture into 12 equal portions and place in the center of the flour tortillas. Roll the tortillas. The beef mixture should weigh about 70.0 ounces, making 4.5 to 5.0 ounces of beef mixture for each tortilla. Chimichangas should weigh about 5.5 to 6.0 ounces including the 6" tortilla. Place in a plastic bag and freeze until ready to eat. It's best to heat in the oven or toaster oven. but if you microwave it, will still be good, just a bit rubbery.)
